Create a monumental open-air fantasy council plaza inspired by the blessed realm of Valinor, designed as the starting lobby for a Minecraft RPG server. Structure size: approximately 110 blocks wide, 110 blocks long and no more than 55 blocks tall. The central feature must be a perfectly circular council plaza, 70 blocks in diameter, called the Ring of Judgment. Place fourteen unique white stone thrones evenly around the circle. Each throne should have a different subtle symbolic design representing stars, wind, ocean, smithing, nature, hunting, judgment, dreams, strength, healing and other divine aspects.
