Build a huge solid 3D Minecraft fantasy island city with 4 rising circular terraces. Place a massive white palace with blue domes at the highest center. Fill lower terraces with detailed white houses, blue roofs, curved roads, gardens, trees and plazas. Build a large front harbor with wooden docks and warehouses. The island MUST be completely solid stone/dirt inside: NO holes, hollow terrain, thin shells or floating structures. Connect levels with wide realistic stairs, landings and railings. Never overlap stairs and buildings. Add waterfalls, bridges and natural cliffs. Make everything detailed, walkable and realistic up close. Use ONLY selected vanilla Minecraft 1.16.5 blocks.
